Grants to Texas, New Mexico, and Mexico nonprofit organizations, government agencies, and churches for programs and support services in the fields of mental health, disabilities, and addiction in eligible regions. Applicants must submit an LOI prior to submitting a full proposal. Funding is intended to benefit people living in El Paso and Hudspeth Counties in far west Texas, Doña Ana, Luna, and Otero Counties in southern New Mexico, and the municipality of Ciudad Juárez, Chihuahua, Mexico.

The Paso del Norte Health Foundation seeks letters of intent (LOI) from eligible organizations to further the Health Foundation’s goals under the Mental Health and Emotional Well-Being Division of the Disease Prevention + Management Priority Area.

Specifically, the Health Foundation seeks LOIs to consider for programs informed by regional behavioral health consortia that address behavioral health system gaps not otherwise covered by government or reimbursed by health coverage. The programs will help meet the Health Foundation’s goal for Behavioral Health Consortia efforts to “increase coordination and communication among regional stakeholders to improve the system of care.”

For this LOI process, the Health Foundation defines a behavioral health system as inclusive of treatment, navigation, support and health promotion services for mental health, intellectual and developmental disabilities (IDD), addiction and related substance use disorders, and other related disorders.

Term of Contract:

Projected funding cycle start date is November 1, 2021, but other dates may be proposed. The Board of Directors may approve multi-year grants; however, grants are evaluated at least annually.

Additional Eligibility Criteria:

Eligible applicants include nonprofit tax-exempt organizations, including churches and units of government, located in the Paso del Norte region.

The following guidelines help direct the Health Foundation's funding decisions:
• Proposals must be solicited and must be linked to one of the Board Approved priority areas.
• Proposals are considered from the Paso del Norte region: west Texas - El Paso and Hudspeth Counties, southern New Mexico - Doña Ana, Luna, and Otero Counties, and northern Mexico - Ciudad Juárez and Puerto Palomas, Chihuahua.
• Awards are made generally to qualified nonprofit organizations with a tax-exempt status of 501(c)(3) of the Internal Revenue Code or equivalent status, and organized and operated for charitable, educational or religious purposes.
• Funding is not provided to individuals.
• Funding is principally for direct project costs and not for general operating and overhead expenses. A 10% indirect cost (IDC) is allowed on most budgets. The IDC generally is not applicable to pass-through contracts.
• Applicants may not communicate about or ‘lobby’ for their proposal under consideration with any Board Member, Committee Member, or Health Foundation staff apart from the Program Lead.

The Health Foundation does not fund illness treatment services.

- Invitations for full proposals will be announced by June 1, 2021.
- Invited applicants may be required to meet with the Senior Program Officer before submitting a full proposal.
- Full proposals are due by July 12, 2021.
- Projected funding cycle start date is November 1, 2021, but other dates may be proposed.

The Health Foundation uses the LOI process to welcome a wide range of proposals from a diverse applicant pool. After review, the Health Foundation will invite selected applicants to submit a full proposal.
