Grants of up to $3,000 and grants of up to $5,000 to Texas childcare centers in eligible areas to offset financial hardships suffered due to the Coronavirus (COVID-19) pandemic. Funding is intended to help childcare providers who care for children of essential workers to remain in operation through the crisis. Applicants must be located in Dallas County or the City of Irving.

Three micro-grant tracks are available:

  • Dallas County Emergency Childcare Assistance Distribution-CARES Act funding $3,000 micro-grants
  • City of Irving Emergency Childcare Center Assistance Program-CARES Act funding $5,000 micro-grants
  • The Dallas Foundation COVID-19 Relief funding $3,000 micro-grants

Additional Eligibility Criteria:

Licensed early childhood centers and homes across Dallas County are eligible.

Dallas County Emergency Childcare Assistance Distribution-CARES Act:
Excluding the City of Dallas, providers must:
1) Be a for-profit organization (non-profit organizations are not eligible);
2) Be officially registered with the State, physically located, and operating within Dallas County (excluding the City of Dallas);
3) Been in existence February 1, 2019;
4) Be current in the payment of all Dallas County and local taxes;
5) Currently provide childcare services to children of essential workers;
6) Demonstrate a loss of at least 25% in income since March 1, 2020 because of the pandemic; and
7) A signed memorandum of understanding to serve children in the child care assistance subsidy program. Owners of multiple businesses will only be eligible for one award.

City of Irving Emergency Childcare Center Assistance Program-CARES Act:
City of Irving providers must:
1) Be located in the City of Irving;
2) Registered or licensed through the Texas Health and Human Services;
3) Been in existence as of January 1, 2020;
3) Be current in the payment of all City of Irving taxes;
4) Provide child care services to children of covered essential workers;
5) Demonstrate a loss of at least 25% in income since March 1, 2020 because of the pandemic.

The Dallas Foundation COVID-19 Relief:
Dallas County providers must:
1) Be officially registered with the State, physically located, and operating within the Dallas County;
2) Been in existence February 1, 2019;
3) Be current in the payment of all Dallas County and local taxes;
4) Currently provide childcare services to children of essential workers; and
5) Demonstrate a loss of at least 25% in income since March 1, 2020 because of the pandemic.

Meeting the criteria does not obligate the County to provide assistance to any childcare provider. Also, employees of Dallas County nor the City of Irving are not eligible for assistance nor are franchises, entities whose primary revenue is derived from rental/income-producing properties, persons/entities who are a party to a lawsuit against the County, City of Irving, or who have been a party to a contract with the County or City of Irving that has been terminated in the past thirteen months because of insufficient performance.

Pre-Application Information:

Micro-grants will be awarded on a first-come, first-serve basis to eligible providers meeting one of the criteria as long as funding is available.

The application period runs through Nov. 30, 2020, or until funds are exhausted.
