THE FUND WILL CONCENTRATE ITS EDUCATIONAL AND OUTREACH ACTIVITIES IN COMMUNITIES AND NEIGHBORHOODS MOST DIRECTLY AFFECTED BY CONTAMINATION, WITH AN EMPHASIS ON LOW- AND MIDDLE-INCOME, MULTICULTURAL, AND RURAL COMMUNITIES
