Opportunity for Texas renters in eligible locations to receive housing assistance during the Coronavirus (COVID-19) pandemic. The program is intended for residents that experienced financial difficulties due to the health crisis and demonstrate a risk of facing housing instability or homelessness. Payment is made directly to the landlord or utility company. Applicants must be a City of Allen resident.

Available assistance:

  • Eligible households may receive up to 12 months of assistance, plus an additional three (3) months, if the grantee determines the extra months are needed to ensure housing stability and grantee funds are available.
  • The payment of existing housing-related arrears that could result in eviction of an eligible household is prioritized.
  • Assistance must be provided to reduce an eligible household's rental arrears before the household may receive assistance for future rent payments.
  • Once a household's rental arrears are reduced, grantees may only commit to providing future assistance for up to three (3) months at a time.
  • Households may reapply for additional assistance at the end of the three-month period if needed and the overall time limit for assistance is not exceeded.

Eligible expenses include:

  • Rent
  • Rental arrears, including contracted late fees 
  • Utilities (e.g. electricity, gas, water, sewer, trash removal, internet) 
  • Reasonable landlord attorney fees and court costs for active eviction cases (subject to future guidance from the United States Department of Treasury)

The federal government requires that the city prioritize providing funding assistance for applicants who:

  • Have been unemployed for 90 days or longer OR
  • Have a household income that is less than 50% of the Area Median Income for Collin County. 

Additionally, the City of Allen has chosen to prioritize households that are facing an active eviction case. Prioritized applications will be assigned to the next available Processor.

Estimated Size of Grant:

Rental and utility assistance will be provided up to the maximum number of months allowed or $20,000, whichever is less.

Term of Contract:

You may receive up to 12 months of assistance (measured from March 13, 2020), plus an additional 3 months if you can show that the extra months are needed to ensure housing stability and funds are available.

Additional Eligibility Criteria:

An "eligible household" is defined as a renter household in which at least one or more individuals meets the following criteria:
- Qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19; and
- Demonstrates a risk of experiencing homelessness or housing instability; and
- Has a household income at or below 80 percent of the area median income.
- Must be a City of Allen resident

- Households that do not live in the City of Allen.
- Households whose income is greater than 80% of the area median income for Collin County.
- Households who have not experienced a hardship due, directly or indirectly, to the COVID-19 outbreak.
- Households renting units owned by immediate family members. Immediate family ties include (whether by blood, marriage or adoption) the spouse, parent (including a stepparent), child (including a stepchild), brother, sister (including a stepbrother or stepsister), grandparent, grandchild and in-laws.
- Any other households not listed as eligible households.

Utilities packaged into your rental payment are considered “rent” and are eligible as a rental expense, not a utility expense.

If your landlord either declines in writing to complete the Landlord Confirmation form or never responds to the request, your application will be reviewed to determine if financial assistance can be provided directly to you. This process will take several weeks, because the City is required to make at least 3 attempts to contact your landlord over a 10-day period.
