Grants of up to $5,000 to Texas small businesses in eligible locations for support during and after the Coronavirus (COVID-19) health crisis. Applicants must fill out a questionnaire prior to submitting an application. Grants are intended to help local small, minority- and women-owned businesses sustain operations and improve safety measures. Eligible applicants are located in El Paso. Grants will be awarded on the basis of need and benefit to the community.

The funds should only be used to 1) ensure the sustainable operation of the business, and/or to 2) purchase materials for pandemic-related modifications to the business, materials to improve the safety measures at the place of business, so that customers feel safe supporting local businesses and employees feel safe going to work. This includes past due and unpaid business rent or business utilities.

Eligible businesses can receive grants from $1,500 up to $5,000.

Additional Eligibility Criteria:

Small, minority, women, and Veteran-owned businesses within the City of El Paso may apply.

To be considered eligible to apply for a Small Street-Main Street Grant Assistance Program, businesses must meet the following requirements:
- The business must be registered and operating as a small, minority, woman or Veteran-owned business in the City of El Paso.
- The business must have been in operations since at least January 1, 2019 (in order to compare the economic impact of the Covid 19 pandemic).
- The business must be considered small, and employ under 20 employees.
- Annual gross revenues for FY 2019 cannot reflect more than $1,000,000.
- The business will need to provide documented proof of being adversely affected by the Covid 19 Pandemic.

Non-Eligible Businesses:
- Sexually Oriented Business as defined by El Paso City code.
- Any business that derives more than one-third of its annual income from gambling activities.
- Any business that engages in illegal activities.
- Any business that sells cannabis or cannabis-related products.
- Any business currently in active bankruptcy.
- Church, religious institution, or other non-profit organization.
- Any government entity.
- Finance companies.
