Grants of up to $15,000 to Texas nonprofit organizations, government agencies, IHEs, faith-based institutions, schools, and businesses to increase their capacity to self-advocate and thus broaden their impact. Funding is intended to support new groups and established groups.

Self-advocacy groups can use these funds to strengthen their group to become more established, develop community partnerships, conduct formal activities, and ultimately expand their role and impact. The groups will identify and achieve at least one major activity that will put them in a position to pursue more significant activities and/or grants. 

Examples of possible uses of grants:

  • If a group meets on a semi-regular basis but has not been formalized in any way, the group could take steps to become a formal organization with a mission, a governing body, and members.
  • If a self-advocacy organization already exists but does not have the capacity to achieve its mission, the group could work with an expert to learn how to be a more effective and established organization.

Activities that could help a group build organizational capacity could include the following:

    • Establishing a partnership with another organization in the community that can receive and disburse funds
    • Working with a financial advisor to coordinate the group’s budget and finances
    • Filing for and securing 501(c)(3), or nonprofit, status
    • Paying staff to assist with administrative activities
    • Developing organizational policies and procedures
    • Working with a strategic planner to develop the group’s advocacy goals and workplan
    • Developing an outreach and recruitment plan for membership
    • Purchasing an advocacy and leadership training curriculum for existing and new members
    • Participating in training related to grant writing and/or project management

The above list shows examples only and there may be other activities a group could consider. For this project, the applications must include a self-advocacy group as the lead entity and may partner with an organization that can apply to receive and disburse funds, if needed. Priority will be given to groups located in rural and/or underserved areas of the state.

Any organization that meets the requirements set forth in the RFA may apply. Types of organizations could include:
- Government agencies
- Nonprofits
- Colleges and universities
- Faith-based institutions
- Technical and/or professional schools, and for-profit businesses

The organization that applies for a grant must administer the grant and receive, disburse, and account for grant funds.

Self-advocacy groups can apply for these grants or they can partner with another organization that can receive and disburse funds.

Individuals may not apply for a grant.

Pre-proposal Conference:

TCDD will hold a webinar to provide more information about TCDD’s processes for application review and grant award. Attendance is not required in order to apply. The informational webinar will be held at 10:00 AM CT on Monday, March 16, 2020.

Applications are due to TCDD by 1:00 PM. Central Time (CT) on Tuesday, March 31, 2020. Late applications will not be accepted. TCDD will notify applicants about decisions following TCDD’s May 2020 Council Meeting. Review dates are subject to change.

Non-federal matching funds of at least 10% of the total project costs are required for projects in federally designated poverty areas. Non-federal matching funds of at least 25% of total project costs are required for projects in other areas.
