Grants to Texas management agencies to improve preparedness for all types of hazards. Funding is intended to enhance the State's security and resiliency capabilities. Program focus areas include training, operations, renovations, construction, equipment acquisition, and planning.

The Emergency Management Performance Grant (EMPG) Program plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. The EMPG program is essential for the building and sustainment of critical capabilities for disaster preparedness, response, recovery, and mitigation across the country.

The purpose of the Emergency Management Performance Grant (EMPG) Program is to provide Federal funds to states to assist state, local, territorial, and tribal governments in preparing for all hazards. The EMPG Program supports a comprehensive, all-hazard emergency preparedness system by building and sustaining the core capabilities contained in the Goal.

The FY 2021 EMPG program funds support investments that improve the ability of jurisdictions to:

  • Prevent a threatened or an actual act of terrorism;
  • Protect citizens, residents, visitors, and assets against the greatest threats and hazards;
  • Mitigate the loss of life and property by lessening the impact of future disasters;
  • Respond quickly to save lives, protect property and the environment, and meet basic human needs in the aftermath of a catastrophic incident; and/or
  • Recover through a focus on the timely restoration, strengthening, and revitalization of infrastructure, housing, and a sustainable economy, as well as the health, social, cultural, historic, and environmental fabric of communities affected by a catastrophic incident.

The Texas Division of Emergency Management (TDEM) focuses on planning, operations, equipment acquisitions, training, exercises, construction, and renovation to enhance and sustain all-hazards core capabilities at the state, local, and tribal level. Term of Contract:

The period of performance of this grant will be October 1, 2020 to September 30, 2021. The Texas Division of Emergency Management will allow for an additional 6-month programmatic extension only.

Additional Eligibility Criteria:

Eligible applicants: City, County, and Tribal emergency management agencies that meet the following criteria are eligible to apply:
- Be a legally established city, county, or tribal emergency management program and be the designated primary jurisdiction in accordance with the Chapter 418 of the Texas Government Code
- Have adopted the National Incident Management System (NIMS)
- Must have an appointed Emergency Management Coordinator (EMC). Each qualifying jurisdiction must have an appointed EMC. An individual EMC cannot be funded by both a county and a city jurisdiction.

Unallowable Costs:
- Expenditures for weapons systems and ammunition
- Costs to support the hiring of sworn public safety officers for the purposes of fulfilling traditional public safety duties or to supplant traditional public safety positions and responsibilities
- Activities unrelated to the implementation and completion of the EMPG program
- Other items not in accordance with the portions of the AEL and allowable costs listed

In FY2021, the EMPG Progam has a 50 percent (50%) Federal and 50 percent (50%) non-federal cost match (cash or in-kind) requirement.

Reimbursement requests will be submitted quarterly.
